주께서 지옥 안에 고통을 허락하시는 것은 그 밖의 다른 방법으로는 악을 제지하고 복종시킬 수 없기 때문이다. 악을 제지하고, 복종시키고, 지옥 무리들을 제지하는 유일한 수단은 형벌에의 두려움이다. 다른 어떤 방법으로도 안 된다. 형벌과 고통에의 두려움이 없으면, 악은 폭발하여 광포해지고, 법도, 벌칙도 없는 이 세상 나라처럼 모든 것이 파괴될 것이기 때문이다. The Lord permits torments in the hells because in no other way can evils be restrained and subdued. The only means of restraining and subduing evils and of keeping the infernal crew in bonds is the fear of punishment. It can be done in no other way; for without the fear of punishment and torment evil would burst forth into madness, and everything would go to pieces, like a kingdom on earth where there is no law and there are no penalties.
